Infrastructure Inspection: How Councils Use Drones for Bridge and Road Assets

Local councils manage large networks of bridges, culverts, retaining walls, and stormwater infrastructure. Maintaining accurate condition data across these assets is expensive with traditional methods. Drone inspection reduces the cost per asset while improving data quality and coverage.

Bridge Inspection

Most council-owned bridges are Level 1 (visual) inspected every 2 years and Level 2 (detailed) inspected every 5 years, following RMS or equivalent state road authority guidelines. Traditional Level 1 inspections require either a snooper truck (under-bridge inspection vehicle) or rope access.

A drone captures the same visual information at a fraction of the cost. The underside of bridge decks, abutment faces, pier columns, and bearing shelves can all be photographed from angles that are difficult even with physical access.

Cost Savings

A council with 30 bridges can expect to save 40 to 60 percent on visual inspection costs by switching to drones. For a typical single-span bridge, traditional inspection costs $2,000 to $5,000. A drone inspection costs $800 to $2,000. The savings multiply across the full asset portfolio.

Road Condition Assessment

Drone mapping produces high-resolution road surface imagery that supports pavement condition assessment. Cracking patterns, potholing, edge break, and surface texture are all visible on orthomosaics with 1 to 2 cm ground sample distance.

While drones do not replace deflection testing or coring, they provide a cost-effective visual condition survey for prioritising maintenance across a road network. Combined with GIS, the data supports asset management planning and capital works programming.

Stormwater Infrastructure

Stormwater channels, retention basins, and gross pollutant traps require regular inspection for siltation, vegetation growth, structural condition, and capacity. Drone surveys of open channels and basins are faster and safer than ground-based inspection, particularly for channels with steep banks or standing water.

Photogrammetric models of retention basins can calculate sediment volumes, supporting maintenance scheduling for desiltation.

Retaining Walls and Embankments

Council-managed retaining walls along roads, parks, and waterways are inspected for cracking, displacement, drainage blockage, and vegetation damage. Drone imagery provides consistent, documented condition records that support risk assessment and maintenance planning.

Implementation Guidance

Councils considering drone inspection should:

  • Start with a pilot programme: select 5 to 10 assets across different types and run drone inspections alongside traditional methods to validate results
  • Standardise reporting: define a consistent report format that feeds into the council's asset management system
  • Engage licensed operators: verify CASA RePL and ReOC, public liability insurance ($20M recommended for council work), and experience with infrastructure assets
  • Integrate with asset management: link drone reports to asset IDs in the council's GIS and asset management database
  • Build a condition baseline: the first inspection cycle establishes the baseline for future comparison

Procurement

Most councils procure drone inspection services through standing offer arrangements or panel contracts. A 3-year panel agreement with annual pricing review provides cost certainty and ensures operators are familiar with the council's assets and reporting requirements.
